Methodology
Rate filings. We collect public pet insurance rate filings from state insurance department lists and SERFF, and from news reports that quote them. This report includes filings whose effective, approval or filing date falls in 2026. Each number is the overall average change in the filing, which covers all of an insurer's policyholders in that state. We use the approved figure when there is one, and otherwise the requested figure. Of the 20 filings, 7 link to the regulator's own record. The rest link to a news report, and the CSV says which.
Middle value. Where an insurer or state has several filings we show the median, the middle value. With two filings it is the halfway point.
Owner reports. Owners enter their old and new monthly premium. We compute the change and show medians, only from approved reports, and only at 5 or more. Very unusual entries are held for review. Reports are not a random sample.
What we leave out. We don't estimate or fill gaps. If a figure isn't published, it isn't here. Nothing in this report is advice on which insurer or policy to choose.
